This Southern Poverty Law Center video was created to help law enforcement agencies better prepare for encounters with "sovereign citizens." SPLC estimates that as many as 300,000 people may consider themselves sovereign citizens — and the number is growing. This video is not associated with the National Gang Academy but used as an education tool to give reference to the webinar topic.
Provide an intermediate understanding of Sovereign Citizens radicalization methods, current goals and objectives and implications for law enforcement and public officials.
Provide an intermediate understanding of Sovereign Citizens groups in order to identify tactics, techniques, procedures, and potential threats within his/her jurisdiction.
The student will be able to identify individuals and groups that utilize criminal conduct in furtherance of a sovereign citizen ideology.
The student will gain an enhanced situational awareness of current TTPs by individuals and groups in order to detect, deter, and disrupt criminal activities associated with Sovereign Citizen Movement by U.S. Law Enforcement.

Instructor: David S. Hawtin, CPP
David Hawtin is a homeland security professional with twenty-seven years of experience in developing, implementing and improving homeland security and public safety programs in both the private and public sector. A former California and Tennessee law enforcement professional, he culminated his twenty-year career as one of the founding supervisors of the Tennessee Fusion Center, which was awarded the 2011 National Fusion Center of the Year for its demonstrated excellence in intelligence analysis and support of the National Information Sharing Environment (ISE) during his tenure. He is a board certified ASIS International, Certified Protection Professional (CPP) and the ASIS International Middle Tennessee Chapter #052 Secretary.
